bbbbf5f4bd event/MultiSocketMonitor: reschedule epoll/EPERM workaround forever 
Fixes a regression by commit 3558317dc9 which caused the ALSA null
plugin to cease to work because the workaround timer was never rescheduled.

1686f4e857 event/IdleMonitor: refactor to IdleEvent 
Instead of using this as a base class implementing a virtual method,
the new class IdleEvent can be used as a variable, decoupling
IdleMonitor's internal state from the derived class.

This is similar to commit 30a5dd267b
which refactored TimeoutMonitor to TimerEvent.

The former was deprecated with C++14.

According to the C++11 and C++17 standards, both files are identical.

9a577f8060 event/MultiSocketMonitor: add workaround for /dev/null 
The ALSA "null" driver opens /dev/null and returns the file handle
from snd_pcm_poll_descriptors(), but /dev/null cannot be used with
epoll, the epoll_ctl() system call returns -EPERM.  This means that
the ALSA output hangs, eventually freezing the whole MPD process.

This commit adds a workaround to the MultiSocketMonitor class which is
used by the ALSA output plugin.

ce49d99c2f check.h: remove obsolete header 
Since we switched from autotools to Meson in commit
94592c1406, we don't need to include
`config.h` early to properly enable large file support.  Meson passes
the required macros on the compiler command line instead of defining
them in `config.h`.

This means we can include `config.h` at any time, whenever we want to
check its macros, and there are no ordering constraints.

dfaf08743c *: check defined(_WIN32) instead of defined(WIN32) 
Only _WIN32 is defined by the compiler, and WIN32 is not standardized
and may be missing.

e92e5e8eb8 event/MultiSocketMonitor: more API documentation 
Now ClearSocketList() may only be called from PrepareSockets().
Calling it before destroying the object doesn't work properly, because
it doesn't unregister the TimeoutMonitor and the IdleMonitor.  Some of
its callers need to be fixed.

793962c5b8 event/SocketMonitor: don't close the socket automatically 
Users now have to call Close() explicitly.  This simplifies using the
class, as most users have automatic socket management already, and
Steal() had to be used often.

f0d3b47ad8 event/Loop: remove the GLib implementation
