Luke Howard 6e3bc8341c doc: make intermediate Windows help directory 
The hx509 and heimdal subdirectories are required to exist before
Windows help compilation can proceed.

Heimdal

Heimdal is an implementation of:

  • ASN.1/DER,
  • PKIX, and
  • Kerberos.
