1de19b921a input/curl: call StartRequest() after setting CURLOPT_RANGE 
It's not possible to set CURL options after curl_easy_perform(), and
thus the CURLOPT_RANGE had no effect.

71f0ed8b74 *: add "noexcept" to many, many function prototypes 
This eliminates some overhead, because the compiler doesn't need to
consider these functions throwing.
