We can't count on compile_et producing an error if it encounters
...
unknown directives, so add a test to determine whether the `prefix'
and `index' directives were honored.

Follow Assar's suggestion and be careful to not use
...
the already-installed compile_et if we are not going
to use an already-install libcom_err.
Also, remove a redundant AC_SUBST and prefer ${COMPILE_ET}
over ${ac_cv_prog_COMPILE_ET}.
