645647cbaa AC_CHECK_DECL and AC_CHECK_DECLS have a subtile diffrence, the later 
defines HAVE_ cpp symbols, the first doesn't.

2a7bf8082a require compile_et to generate a initialize_FOO_error_table_r (they
