We can't count on compile_et producing an error if it encounters

Follow Assar's suggestion and be careful to not use

the already-installed compile_et if we are not going
to use an already-install libcom_err.
Also, remove a redundant AC_SUBST and prefer ${COMPILE_ET}
over ${ac_cv_prog_COMPILE_ET}.

re-write the handling of crypto libraries. try to use the one of
...
openssl's libcrypto or krb4's libdes that has all the required
functionality (md4, md5, sha1, des, rc4). if there is no such
library, the included lib/des is built.
