asn1: support DEFAULTed sequence fields
Prior to this commit the Heimdal ASN.1 compiler supported DEFAULTing SEQUENCE fields on the encoder side, but not the decoder side, where ASN1_MISSING_FIELD would inevitably result when fields were defaulted. This patch adds the missing decode-side support for DEFAULT.
