Fix openstack networking

I believe this is because you are only able to assign a floating IPv4 address. I can choose the IPv4 address that gluttony is accessible, although limited, but not IPv6.

I was able to reboot gluttony without issue, IPv4 seems to work fine, was not able to get IPv6 to work though.

Make skrott/dibbler rebuild automatically (or at least get updates somehow)

So the decision has been made to move dibbler to a new device (coofun) which is x86_64, solving a lot of the headaches of being able to rebuild stuff.
