Add instance-wide user denylist

Maybe make separate ones for the different subdaemons, in any case the user could just specify the same file twice in the config

Better parse %Z items from C's strftime implementation

https://docs.rs/chrono/latest/chrono/ seems to vendor such a database if you enable the tzfile feature flag
