a2f5a63bbc replace stdint.h with cstdint 
The former is deprecated by C++14. The standard says they are the same:

The header defines all types and macros the same as the C standard library
header<stdint.h>.

5a5229b499 net/IPv[46]Address: make the initializers more portable 
Thanks to C++14, we can declare and fill variables inside `constexpr`
functions.  This means me can stop make assumptions on the `struct`
layouts without losing `constexpr`.

Closes #393
