This fixes a regression triggered by commit e309941646 -
IORING_SETUP_SINGLE_ISSUER broke because io_uring_setup() was called
fromm the main thread, yet io_uring_submit() in the I/O thread. This
is because the I/O thread was not yet started when
InitUringInputPlugin() was called, and BlockingCall() was invoked
synchronously in the main thread. This has always been wrong, but was
never noticed.
This will allow the android client to directly make calls to the mpd process to change tracks
I went with camel case on the function names here, if you use an underscore
javac generates a function tht looks like this:

I figured what we ended up with looks a little nicer:

By default, if the parent of a process dies, the process gets SIGHUP
and is supposed to shut down. This however doesn't work for MPD,
because MPD redefines SIGHUP with a different meaning (like most
daemons do).
To work around this, we configure the kernel to send SIGTERM instead
of SIGHUP.

Commit 552c30eae caused problems for those people who still had a
"pid_file" setting (even though that is obsolete with systemd),
because now /run/mpd is owned by root:root (our mpd.service has no
User=mpd directive, so systemd starts MPD as root).
To work around this problem, and to be able to keep
RuntimeDirectory=mpd (which solved a problem of other MPD users), the
best compromise seems to just ignore the "pid_file" setting when it is
of no use.
Make sure that ZeroconfDeinit() gets called even if startup fails with
an exception. Fixes an assertion failure because an Avahi TimerEvent
is still active.

This got lost in commit 5d597a3646 (v0.21.19), but it was never
noticed because the state_file_interval was way too short due to
commit 3413d1bf23, fixed recently by commit 27cc7b352d
clocale is part of C++11.
In practical terms, gcc's libstdc++ comes with its own locale defines
when the libc does not have them.
Also reworked to be dependent on !ANDROID.

Documentation says the limit is 5, but it was really 10 (at least
since 2004). But since MPD wants to promote using many small clients
idling around, and these clients consume only very few resources, it
seems reasonable to raise this limit's default value.
The former was deprecated with C++14. The standard says they are the same
with one exception:
The header<climits>defines all macros the same as the C standard library
header<limits.h>.
