71f0ed8b74 *: add "noexcept" to many, many function prototypes 
This eliminates some overhead, because the compiler doesn't need to
consider these functions throwing.

c6f89c42b2 db/proxy: make the base class of LibmpdclientError public 
If the base class is not accessible, the "catching" the base class
won't work.  This caused the fatal error:
