This should replace most InputStream::Open() calls because it is a
chance to reuse existing resources (e.g. the NFS connection). No such
optimization is implemented, currently (and the method is not yet used
by anybody).
Since we switched from autotools to Meson in commit
94592c1406, we don't need to include
`config.h` early to properly enable large file support. Meson passes
the required macros on the compiler command line instead of defining
them in `config.h`.
This means we can include `config.h` at any time, whenever we want to
check its macros, and there are no ordering constraints.
This commit is similar to 788e3b31e1,
and removes more "pure" attributes which were placed on functions that
could throw exceptions, which is illegal according to clang's
understanding of the attribute (but not according to GCC's). GitHub
issue #58 was most likely about StorageDirectoryReader::GetInfo() and
Storage::GetInfo(), which still had "pure" attributes.
