decoder/List: prefer "mpg123" over "mad" 

libmad hasn't been maintained for many many years, while libmpg123 is
still maintained.

Our "mad" plugin can't do streams, but MPD will automatically fall
back to "mad" (or "ffmpeg") for streams.
