I tried to fit this group on to 09a30-Kaisho.svg and the other variant
file of 09a30, but realistically it physically does not fit onto the
character, the right side is not a match for the upper right side of
09a30, and generally speaking this is hardly a useful bit of
information.

Change 幺 to 乡 using the IDS data
...
This commit uses a script to scan the IDS data for cases where KanjiVG
has 幺 but IDS has 乡 and changes all the KanjiVG instances to the IDS
choice of element.

Remove one identical file and move another
...
0982c-Jinmei.svg was identical to 09830.svg except for the positions
of some of the numbers and the id values. The path data was
identical. 0982c-JinmeiKaisho was a mislabelled 09830.
This commit does not change the ID values in 09830-Kaisho.
