This fixes two sets of broken groupings, as described in github issues
210 and 215. Extraneous groups have also been removed, and the groups
renumbered appropriately.

Add radicals to kanji which are missing them

All the radicals for this are the Kangxi ones from Wiktionary. I did
not notice any references to Nelson there, and I have not checked
these entries against Nelson itself.
I have not checked the Hyougai, Kaisho, etc. versions of the kanji.

Add 业 element; remove smaller groups

Grouping of 业 was added consistently to xxxxx.svg kanji. Previous
overlapping groups were removed. All groups were renumbered
accordingly. No paths were changed by this commit.

Remove extraneous whitespace; make attributes consistent

This puts the attributes into a consistent ordering. The attributes
were in a kind of order, but not all of them were ordered in the same
way, so about twenty files had to have the order of attributes
changed.
The other change in this commit is that the inconsistent use of
whitespace in the XML files was removed. This was in about 72
files. For example some files had a space after the word "Commons" in
the licence text, or some files had two spaces between attributes, or
some files had blank lines or wrong indentation.
The purpose of this commit is to make it easier to operate on the
files using software which reads XML and then writes it out again.

The python scripts were used to build the release files, so they are
still necessary.
template.svg from 2009 referred to an old format and was not in use,
and is deleted with this commit.
