Remove one identical file and move another
...
0982c-Jinmei.svg was identical to 09830.svg except for the positions
of some of the numbers and the id values. The path data was
identical. 0982c-JinmeiKaisho was a mislabelled 09830.
This commit does not change the ID values in 09830-Kaisho.

These errors were found by comparing the groups across variants.
Some kanji had a false group added on one version but not the other,
and some had a correct group but the variant did not have it.
