Is it safe to just ... do this?
https://git.pvv.ntnu.no/Drift/pvv-nixos-config/src/branch/main/flake.nix#L14 doesn't specify a branch, and I assume we would just have to rename the branch, change the gitea default and tell people to update their local copies?

Yes, nowhere do we state that branch name is a stable API, any breakage is a skill issue
