<p class="content--summary-more" style="">外国人が日本で働きながら技術を学ぶ技能実習制度は、発展途上国の人材育成を主な目的とする一方で、実際は、労働環境が厳しい業種を中心に人手を確保する手段になっているといった指摘も少なくありません。<br /><br />古川法務大臣は記者会見で、「国際貢献という目的と人手不足を補う労働力としての実態がかい離しているとの指摘はもっともだ。技能実習生にとっては、分かりにくく、人権侵害が生じやすい制度となっている」と述べました。<br /><br />そのうえで、「外国人の人権が守られ、理念と実態が整合した制度作りを目指して着実に議論を深め、長年の課題を、歴史的決着に導きたい」と述べ、政府全体で見直しに向けた本格的な検討を進める考えを示しました。<br /><br />技能実習制度や特定技能制度をめぐって古川大臣は、これまで有識者などから意見を聞いてきました。<br /><br />政府は、年内にも関係閣僚会議のもとに有識者会議を設け、検討を加速させたい考えです。</p>
