Our discord <-> matrix bridge currently has full administrator access, something it should not and does not need to have. However, other administrators cannot just lower someone else's powerlevel willy nilly. You need to use OOYE's authentication token, and have the bot's user itself lower it's powerlevel around in the different rooms. You can do this with curl and the matrix client-server api
