Remove munin monitoring agents from debian machines #287

I think we used to use munin for monitoring a long time ago, but these days we only use prometheus + grafana. We should remove these daemons from the debian machines where they are still active

I have removed the package from the salt package list, and gone and manually disabled the systemd unit for all machines I could find with this one running. I think it should be good now

We use pkgsync, so putting it in maynothave should remove the package from all salted hosts
