Make mediawiki properly multilingual #278

Currently, we're keeping both english and norwegian copies of the pages on a single page. However, mediawiki supports storing related pages across different languages, and a wide variety of tools that help you translate between these. This might require new dns entries, such as en.wiki.pvv.ntnu.no and no.wiki.pvv.ntnu.no

I'm still not sure we should do this tbh, it's oh so easy to forget, and we would likely need to switch to the no wiki all the time if you were on the en one and maybe sometimes even the other way?
